Closing the Policy-to-Practice Gap in Professional Clothing

PCIAW® Launches Strategic Steering Groups to Drive Policy-to-Practice Transformation Across the Professional Clothing Industry

A Mission-Led Approach to Industry Alignment

PCIAW® has announced the formation of its new Steering Groups, an industry-wide initiative designed to close the widening gap between regulatory policy and real-world performance. Positioned not as a commitment to fixed outcomes but as a mission-driven framework for collaboration, the initiative reflects PCIAW®’s objective to align technical knowledge, industry practice, and regulatory evolution.

At its core, the Steering Groups operate within a broader Technical Knowledge Ecosystem, structured into two interconnected dimensions: Horizontal Topics such as inclusive design, circularity, and chemical compliance, and Vertical Industries, including Defence & Security, Firefighter Safety, Airlines & Airports, and Emergency Services. Where these dimensions intersect, PCIAW® identifies critical Performance Gaps areas where evolving standards, legacy systems, or fragmented data risk undermining safety, inclusivity, and operational effectiveness.

Acting as the Industry’s Interpretive Voice

This initiative is grounded in a clear mission: to act as the industry’s interpretive voice, translating complexity into actionable, evidence-based frameworks that support informed decision-making across the value chain.

Rather than prescribing immediate solutions, the Steering Groups are designed to facilitate ongoing dialogue, technical validation, and shared understanding between stakeholders, including manufacturers, end-users, academic institutions, and NGOs. The emphasis remains on advocacy and alignment, ensuring that evolving regulations are interpreted through a practical, industry-wide lens.

Responding to a Converging Set of Industry Pressures

The formation of the Steering Groups reflects a convergence of pressures facing the sector. Increasing regulatory complexity, accelerating sustainability targets, shifting workforce demographics, and the phase-out of critical chemical technologies such as PFAS are reshaping the foundations of professional clothing.

These challenges are inherently interconnected and cannot be addressed in isolation. The initiative recognises the need for coordinated, cross-sector engagement to better understand trade-offs, risks, and opportunities across the system.

A Framework for Continuous Insight and Collaboration

Through a structured model of Steering Groups and Round Tables, PCIAW® aims to create a continuous feedback loop between frontline experience and technical research. Industry practitioners contribute real-world insights that inform research and pilot initiatives, while findings are tested, refined, and contextualised across sectors.

This approach supports the development of industry toolkits, white papers, and policy frameworks that advocate for best practices without presupposing outcomes.

Exploring Strategic Industry Priorities

Each Steering Group is tasked with exploring key thematic areas within the Strategic Industry Portfolio, including circular professional clothing, supply chain traceability, inclusive design, PFAS and chemical compliance, and multi-norm PPE.

These focus areas are approached through the lens of investigation, validation, and advocacy, examining practical implementation challenges, identifying systemic barriers, and supporting the development of a shared technical language across the industry.

Governance Designed for Accountability and Agility

Governed by board-level leadership and supported by a cross-section of senior leaders, technical experts, universities, and NGOs, the Steering Groups are structured to ensure both accountability and agility. Their role is not to dictate change, but to enable it by aligning stakeholders, amplifying evidence, and fostering consensus-driven progress across the global professional clothing ecosystem.

Looking Ahead

As PCIAW® continues to expand this initiative, future communications will outline specific areas of focus, opportunities for engagement, and evolving insights from across the Steering Groups.

The overarching objective remains consistent: to bridge the gap between policy and practice through collaboration, technical clarity, and industry-wide advocacy.

These conversations will continue at the PCIAW® Summit, Exhibition & Awards 2026, taking place on 21–22 October at the De Vere Grand Connaught Rooms in London.

Under this year’s theme, “The Implementation Phase,” the annual event will bring together buyers, suppliers, manufacturers, technical experts, policymakers, and industry leaders to explore how regulation, innovation, and sustainability can be translated into practical action across the professional clothing supply chain.

From circularity and Digital Product Passports to traceability, durability, inclusive design, and end-of-life solutions, the Summit provides a platform for the industry to engage with many of the challenges being explored through PCIAW®’s Steering Groups.

Join the conversation and discover how the professional clothing industry is moving from policy to practice at the PCIAW® Summit, Exhibition & Awards 2026.
